Ratslayer was just a good gun for soft targets in the early game that ate cheap ammo and, if memory serves, could be repaired with varmint rifles. Once I had money and easy access to .308 for the Gobi rifle, I shelved it. I switch between the two. Gobi isn't silenced, so Ratslayer is better when you need to be sneaky.

I think the weapon mods you put on any unique weapons should stack with ones already attached. For example adding extended mags to a Varmint Rifle would increase the clip size to 7.
